- The West largely preferred a Russia that was open to global markets, relatively weak, and politically manageable, rather than one rebuilt to become a prosperous democratic power capable of re-emerging as an equal center of influence. If the real goal had been democratic consolidation, the priority would have been not only privatization and macroeconomic stabilization, but above all sustained support for independent media, genuine party development, courts, local government, and civil society. Instead, Western policy often tolerated a thin, elite-managed version of democracy, because deeper institution-building such as anti-corruption rules, strong courts, real political competition, and truly independent media could have disrupted elite bargains and slowed the speed of privatization.
